Hawaii DOT advances $7 billion statewide airport modernization program

The Hawaii Department of Transportation is advancing a $7 billion pipeline of airport construction and modernization projects over the next six to seven years. At Honolulu Airport, major initiatives include a $5.95 million Airports Rail Station Improvements contract to connect the Skyline rail station to terminals, and a $218 million Ticket Lobby Renovations project running through December 2027.

CBP to bring Seamless Border Entry for Global Entry members to HNL summer 2026

U.S. Customs and Border Protection is preparing to bring Seamless Border Entry for Global Entry members to Honolulu Airport in summer 2026. Hawaii DOT has implemented Enhanced Passenger Processing, Mobile Passport Control, dedicated family lanes, and TSA PreCheck Touchless ID to streamline the departure and arrival experience.

International Shoppes awarded 10-year retail concession contract at Honolulu Airport

The Hawaii Department of Transportation selected International Shoppes to provide retail and in-bond duty free concessions at Daniel K. Inouye International Airport under a 10-year contract starting April 1, 2026. iShoppes will take over shops currently operated by DFS Hawaii and will open two new specialty retail spaces in the Mauka Concourse of Terminal 1, showcasing local Hawaiian products alongside international brands.

Cost Center StructureThree cost centers: (1) Airfield (including runways, taxiways, aprons, roadways), (2) Terminal Building (HNL terminal and neighbor island terminals), (3) Others (landside/parking/rental car). Airfield and HNL Terminal are residual cost centers. Neighbor island terminal rates are discounted. All cost centers aggregate into Airports System.

To the extent that landing fee revenues and terminal rental revenues, together with all other revenues, are inadequate to meet all obligations, an Airports System Support Charge (ASSC) would be implemented to meet the rate covenant. The ASSC is calculated per 1,000 lb landed weight and charged to airlines. This makes the overall rates and charges methodology a residual Airports System that incorporates costs and revenues for the neighbor island airports. The airport can unilaterally impose the ASSC to meet coverage requirements.

Terminal Rental Rate

HNL terminal rental rate $49.53 per sq.ft. Joint Use Holdroom Rate $1.43 per epax. Joint Use Baggage System Rate $3.40 per bag. Common Use Ticketing Position $8.47 per epax. International Arrival Area Rate $1.13 per dpax. Terminal rates for neighbor island airports are discounted as provided in 2007 Lease Extension Agreement.
